A Message from Executive Producer and Chair of the Executive Committee
前橋国際芸術祭は、誰か一人の想いから始まったわけではありません。前橋という土地で長年積み重ねられてきたまちづくりの実践と、それに呼応するかたちでアートや文化に惹かれて集まってきた人たちの存在が、見えない根を張り、土壌を耕し、そして今、この芸術祭という芽を押し上げるに至りました。
私たちが担うのは、そうした無数の芽吹きを、より遠くまで、より多くの人の心に届くかたちで実装していくことです。アーティストの感性と市民の生活が交差する場をどう創るか。ミュージアムの機能をどう拡張し、まちそのものを“舞台”に変えていくか。そして国内外の観客をどう迎え、次の創造へとつなげていくか。それはまさに、芸術都市・前橋を「かたちにしていく」仕事にほかなりません。
この芸術祭に「国際」の名を冠したのは、単なる外向きの姿勢ではなく、むしろ内なる開放を志向するためです。ローカルな経験と記憶が、グローバルな問いと出会う場をつくりたい。分断の時代において、それでもなお越境しようとする人々の想像力を信じたい。前橋には、その受け皿となりうる空気と人の温度があります。
いま地方都市は、人口減少の中で都市間競争の時代に入っています。その中で選ばれる街になるためには、「ここにしかない価値」が必要です。 前橋にとってのそのひとつが、アートです。 そしてその象徴となるのが、前橋国際芸術祭です。
アートは、単なる鑑賞の対象ではありません。 人の「行きたい」「関わりたい」という感情を生み出す、最も強いきっかけのひとつです。最初に反応するのは、感度の高い一部の人たちかもしれません。しかし、その人たちが街に集まり、関わり始めることで、新しい空気や価値観が生まれ、それが次第に広がっていきます。やがてその影響は、アートに興味のなかった人たちにまで及び、街全体の魅力や選ばれる理由へと変わっていきます。
魅力的な文化がある場所には、人が集まります。訪れる人が増え、関係人口が生まれ、やがて「ここで働きたい」「ここに住みたい」という人が現れます。人が動き始めると、街は連鎖的に変わっていきます。中心商店街に賑わいが戻るだけでなく、その流れは郊外にも広がっていく。新しく家を建てる人が増え、車を買う人が増え、老後をこの街で過ごしたいと考える人も増えていく。
アートは、観光や文化にとどまらず、住宅、流通、福祉など、あらゆる産業に波及する「起点」になります。単発のイベントではなく、街の中に新しい視点や関係性を生み出し続ける“装置”として、前橋の未来を形づくっていく取り組みです。
成熟してきた日本において、これまでの工場誘致といった行政主導の成長モデルには限界が見え始めています。だからこそ視点を外へと開き、世界を見据え、世界から選ばれる前橋を目指す。この挑戦が実を結べば、前橋は単なる地方都市の成功例にとどまりません。人口減少社会における、新しい地方都市のあり方を示すロールモデルになるはずです。 その意志を持って、私たちはまちづくりに取り組んでいます。
「めぶく。」という言葉には、ただ芽が出るという意味以上に、見えないものがかたちを得て立ち上がっていくという、都市と人間の深い関係性が込められているようにも思えます。私たちはこの言葉を未来の合言葉として、次の時代へと向かう芸術都市の歩みを、共に進めていきたいと願っています。みなさんとともに、この挑戦を育んでいけることを、心から楽しみにしています。
第一回前橋国際芸術祭2026

Maebashi Biennale 2026 did not originate from the vision of any single individual. It is the culmination of long years of community development at the grassroots level and the gradual influx of people drawn by the city’s art and culture. It is their presence, the unseen roots that they laid down and the soil that they cultivated that have given forth the buds that comprises this festival. For the organizers, the task is to give form to these countless early stirrings, to allow them to reach farther and resonate with more people; to create places where the sensibilities of artists intersect with the daily lives of citizens; to expand the functions of the museum and transform the city itself into a “stage”; to welcome audiences from Japan and abroad and to channel those encounters into new avenues of creation. In essence, it is the task of shaping Maebashi into a city of art. Holding a festival as an international endeavor was not simply an outward-facing gesture. It was an expression of a deep desire to open inwardly. To create a place where local experiences and memories meet global questions. In an age of division, we still have hope in the imagination of people to transcend boundaries. We believe with its atmosphere and the warmth of its people, that Maebashi is place where such imagination can dwell.
As their populations decline, regional cities have entered a phase of inter-city competition. To be chosen, a city must offer value found nowhere else. For Maebashi, one such value is art. And Maebashi Biennale 2026 stands as its symbol. But art is not merely something to look at. It is one of the strongest motivations for people to want to go where it is and get involved. The first to respond may be a small group of highly attuned individuals. But when they gather and begin to engage with the city, a new atmosphere and set of values emerge and gradually spread. In time, the influence of that atmosphere reaches even those with no prior interest in art, becoming part of the city’s appeal and a reason for people to choose it. A place with a compelling culture is where people gather. Visitors increase, new relationships form, and eventually some people decide they want to work or live there. As people move in, it sets off a chain reaction. Not only does vitality return to the central district, that momentum extends out to the suburbs. More people build homes, buy cars, and choose to spend their retirement in this city. Not being exclusive to tourism and culture, art becomes a ‘starting point’ for development in housing, distribution, welfare, and every other sector. Rather than a one-off event, it becomes a mechanism that continually generates new perspectives and relationships within the city, and thus a force that shapes Maebashi’s future.
In a mature Japan, the traditional government-led growth model focused on attracting factories, etc. is reaching its limits. This is precisely why we must turn our perspective outward to the wider world and aim for a Maebashi that is chosen on an international level. If this effort succeeds, Maebashi will be more than a local success story. It will become a model for what regional cities can be in a society facing population decline. This is the spirit with which we approach community-based urban development.
The word “mebuku” suggests more than the emergence of a bud. It signifies a deep relationship between a city and its people by which the unseen takes form and arises. We hope this word will be a shared motto for the future as we take this city of the arts into the next era. We look forward to pursuing this challenge together with all of you.
